Task kill will work.

Give this a attempt:
Press Windows key + R
Type: msconfig
Striking Enter
Go to the services tab
Click Disable all
Click Apply then OK
Restart if prompted
Attempt installing again.

I'thou Greg, a volunteer installation specialist and 8 year Windows MVP, hither to assist you.
Correct click task bar to open up Task Managing director. If necessary show More Details
On Details tab look for msiexec.exe, highlight to End Task.
At present endeavor install or uninstall once more.
If this doesn't help yous can try to Fix bug that block programs from being installed or removed.
This tin be symptomatic of abuse. I would go over the integrity of your install by working through the steps for Windows 10 Performance Troubleshooting:

Just tried your set up listed below and it worked after hours of scrabbling around, installing third party uninstaller etc.
Right click task bar to open Chore Manager. If necessary bear witness More than Details
On Details tab expect for msiexec.exe, highlight to End Task.
Now attempt install or uninstall again.

Thank you for posting a solution. However, it was a Windows update that was preventing me deleting Apps to let Windows to install the update so I was going round in circles. In the end I bit the bullet and reinstalled Windows 10 with everything that goes with it. A long and winding road!
